How to use this page

California’s accessory dwelling unit statistics are produced by 511 separate jurisdictions filing into one state file, and the output of that file is far more concentrated, and far more uneven in quality, than a statewide total suggests. Concentration first. Of 178,495 ADU permit units California reported between 2018 and 2025, 49,556 — 27.76% — came from the City of Los Angeles alone.

The five largest reporters account for 39.89% and the twenty largest for 53.69%. A statewide average is therefore a description of Los Angeles with a rounding error attached, and it is the wrong instrument for almost every jurisdiction in the state.

Second, the record’s own quality, quantified rather than asserted. 4 jurisdictions reported 1,069 ADU permits and 4 completions across eight years and are excluded from every ratio on this site; 15 more reported permits and no completions but sit below the exclusion thresholds; 5.36% of ADU rows carry no tracking identifier at all; and deduplicating projects reported again in later years removes 16.5% of the naïve permit total.

Third, vintage — which almost no ADU statistics page states. The file we read was last updated 2026-09-04. The 2025 reporting year now carries more rows than 2024 (134,510 against 131,903), and the file already contains 50 permits and 255 completions dated 2026.

A figure from this file without a retrieval date is not a figure.

And the jurisdiction is the unit of variation in almost everything. Completions per permit unit run from 78.6% in Long Beach to 26.8% in Unincorporated Santa Barbara County among the twenty largest reporters; median application-to-issue time runs from 169 days in City of Los Angeles to 445 in City and County of San Francisco.

  • The page covers jurisdictions, not the statewide series

    The annual permit and completion series, the two clocks, the size distribution, declared valuation and the reasons there is no national ADU statistic all live on the statewide ADU statistics digest.

    This page answers a different question about the same file — who reports, how concentrated the output is, and how complete the record is. Where a statewide total appears here it is context for a jurisdiction figure, not the subject.

  • A permit is not a completion, and a completion ratio is not a completion rate

    Every ratio on this page is cumulative completions divided by cumulative permit units over the same window. It is not the share of permitted projects that got built.

    Projects permitted in 2024 and 2025 have not had time to complete; some completions are never reported; and identifiers change between the permit row and the completion row.

    The permits against completions study carries the cohort analysis that separates those effects, and this page does not.

  • A low ratio can be slow building or thin reporting, and this file cannot tell you which

    San Diego shows 29.1% completions per permit unit against Long Beach at 78.6%. Some of that is real — different housing stock, different construction markets, different unit types.

    Some of it is administrative: San Diego reported no ADU completions at all in its first three years in the file. We publish the ratio and we do not attribute the gap.

  • The four excluded jurisdictions are named, not deleted

    Huntington Beach, Saratoga, West Sacramento and Arvin are excluded from ratio calculations on this site because treating their reporting as production would present non-reporting as non-building. They are named on this page with their numbers. An exclusion a reader cannot see is an exclusion a reader cannot check.

  • Nothing here is advice, and none of it is a forecast for a lot

    These are administrative statistics about a state reporting file. They are not legal, tax, financial or construction advice, and no figure here predicts what any particular project will cost, how long it will take, or whether it will be approved.

Read the provenance, not just the number

Almost every “California ADU statistics” page on the web is a chain of citation that terminates in a press release. This one is built the other way round: from HCD’s own downloadable Table A2 extract, with every derived figure computed here and labeled as ours.

Agency published — the raw structure of the file. 922,102 rows, of which 281,321 are coded UNIT_CAT = ADU; 511 jurisdictions reporting ADU permits; the 1 April filing deadline and HCD’s own statement that prior-year data are not complete until 30 June. HCD printed these; we are repeating them.

HyreADU calculation — every count, share, ratio and quality measure. Permits are unique (jurisdiction, project identifier, building permit date) events; completions are unique certificate-of-occupancy events; the identifier is the jurisdiction’s own tracking identifier where present, and otherwise the parcel number plus street address.

That deduplication is the single most consequential step, and it is why our permit total is 178,495 where a figure read straight off the annual rows would be 213,732.

Geography discipline. Every figure on this page is Californian and says so. Where a figure describes one city it names the city. HyreADU holds no national ADU data store and publishes no national ADU statistic derived from a Californian file.

Where the permits actually come from

The twenty largest reporting jurisdictions, by cumulative ADU permit units 2018–2025. Read the share column. Los Angeles alone is 27.76% of the state; the five largest are 39.89%; the twenty here are 53.69% of everything California reported. The remaining 46.3% is spread across the other 491 reporting jurisdictions.

HyreADU analysis. A concentration this high is the single most important thing to know before quoting any California ADU average.

A “statewide average permit time”, a “statewide average unit size” or a “statewide completion rate” is dominated by Los Angeles, whose zoning, housing stock, department practice and construction market are not those of the other 510 reporting jurisdictions.

Where this desk publishes a statewide figure, it is because the underlying series is genuinely statewide — not because we averaged jurisdictions.

Ten jurisdictions, eight years each

The same file cut by jurisdiction and year. Each panel is scaled to its own maximum, so the shapes are comparable and the heights are not. The point of the small multiples is that the trajectories are not the same shape: Los Angeles fell for three years and then recovered, San Diego grew sharply from a small base, and San Francisco and Oakland have been broadly flat on very small numbers.

Los Angeles is the trajectory worth staring at. 7,039 permit units in 2018, falling to 3,514 in 2020, then recovering to 7,439 in 2025.

A statewide series that rose smoothly across the same window was therefore rising despite its largest contributor falling for two years.

That is exactly the kind of composition effect a statewide chart hides and a jurisdiction cut exposes.

Completions per permit unit, and why the spread is not a league table

Cumulative completions divided by cumulative permit units, 2018–2025, for the ten focus jurisdictions against the statewide 57.3%. This is not a measure of how many permitted ADUs got built, and reading it that way is the most common error made with this file.

HyreADU calculation from HCD Table A2. Excluding the four unusable reporters moves the statewide ratio by 0.34 percentage points — small at state level, and decisive for the four jurisdictions themselves.

Three reasons a jurisdiction’s ratio can be low, and this file separates none of them. The permits may be recent and the projects still under construction — a jurisdiction growing fast will always look worse on a cumulative ratio.

The completions may have happened and not been reported. Or the projects may genuinely be stalling.

San Diego reported 0 ADU completions in 2018, 2019 and 2020 combined against 1,318 permits, which looks much more like a reporting practice than like a construction outcome.

The permits against completions study follows permit cohorts forward, which is the right way to ask this question.

How good is California’s own ADU record?

Record quality is the section most ADU statistics pages do not have, and it is the one that decides whether the rest of them mean anything. Every figure here is a HyreADU calculation about the file itself rather than about housing.

Exclusion rules: U1 — 40 or more ADU permits across three or more years with zero ADU completions; U2 — 100 or more permits across five or more years, completions in at most one year, cumulative ratio under 5 per cent.

Why we publish this at all. A statistics page that reports only the outputs of a file, and never its condition, is asking the reader to trust an instrument they cannot see.

The condition here is: usable, genuinely valuable, and imperfect in ways that are measurable and worth measuring. The annual report study is where the exclusion rules were set and argued.

Which vintage you are reading

California’s ADU numbers change after the fact. Jurisdictions file annually, late filings backfill earlier years, and a permit issued in 2019 can appear in the file for the first time in 2023.

A figure from Table A2 without a retrieval date is not a figure, and these are the specific facts that make that true.

HyreADU calculations from HCD Table A2 except the first two rows. This is the reason Terner’s contemporaneous 2018 figure and ours differ: later filings backfill earlier permit dates, so an extract taken today reports more 2018 permits than an extract taken in 2020 could.

The practical instruction. If you are comparing a California ADU figure across two sources, check the extraction date before you check anything else. Two honest analysts reading the same table a year apart will get different numbers for 2018, and neither is wrong.

The approval clock, where a jurisdiction publishes enough to measure it

The state file records the date a permit was issued. It does not record the date the application was filed, so the approval clock cannot be measured from it at all.

Three California jurisdictions publish both dates on a complete permit extract, and those three are the whole of what can be measured. Three is not a state.

Marin: unincorporated county only, matched on a work-description regular expression. The three definitions are not identical and the medians should be read as three separate measurements rather than as a ranked list.

The spread is the finding, not the median. City of Los Angeles at 169 days against City and County of San Francisco at 445 — and in City and County of San Francisco, 62.2% of ADU permits took more than a year from filing to issue.

The statute allows 60 days from a completed application, and the gap between those two numbers is mostly the completeness question rather than the decision question.

The permit times study is where that distinction is worked through, and where the jurisdictions we could not measure are logged.

California ADU figures we will not repeat

  • A California ADU permit total taken straight off the annual rows

    Summing Table A2’s annual rows for 2018–2025 gives 213,732 permit units. Deduplicating projects reported again in later years gives 178,495. The difference, 35,237 units, is 16.5% of the naïve figure. A total in the low two hundred thousands for this window has not been deduplicated.

  • A “California ADU completion rate” read off a cumulative ratio

    57.3% is cumulative completions over cumulative permits in a window whose last two years have barely had time to build. It is not the share of permitted ADUs that get built. The cohort analysis on the permits against completions study is the right instrument and gives a different answer.

  • A statewide average built by averaging jurisdictions

    With 27.8% of permits in one city and 53.7% in twenty, an unweighted average across 511 reporters describes a jurisdiction that does not exist. Where we publish a statewide figure it is because the underlying series is statewide.

  • A statewide junior ADU count

    Table A2 has no JADU unit category. Junior units appear only where a jurisdiction coded them as ADUs, and cannot be separated afterwards. Any California JADU total was constructed rather than measured. Our own junior ADU figures are a Los Angeles permit share and are labeled that way — see the junior ADU digest.

  • A California ADU figure with no extraction date on it

    Late filings backfill earlier years continuously. Our 2018 permit count is higher than the figure Terner published contemporaneously in 2020, and that is not a disagreement — it is two extracts of the same table taken six years apart. Every figure on this site carries the date we pulled it.

How many ADUs has California permitted?
178,495 permit units between 2018 and 2025, with 102,356 completions over the same window — a HyreADU calculation from HCD’s Housing Element Annual Progress Report Table A2, deduplicated so a project reported in successive annual filings is counted once. A figure taken straight off the annual rows would be 213,732, about a sixth higher. Both numbers are “what the file says”; only one of them counts projects.
Which California city builds the most ADUs?
Los Angeles, by a very large margin. The city reported 49,556 ADU permit units between 2018 and 2025 — 27.76% of the entire state — with 29,529 completions. The next largest reporter, San Diego, is 9,153. The five largest reporters together are 39.89% of the state and the twenty largest are 53.69%.
How many California jurisdictions report ADU permits?
511 between 2018 and 2025, filing into HCD’s Table A2. That is a wide base — the accessory route is not confined to a handful of cities — but the output is extremely concentrated: 46.3% of permits come from everywhere outside the twenty largest reporters combined.
Is the state ADU data reliable?
Usable, genuinely valuable, and imperfect in ways worth measuring. Four jurisdictions reported 1,069 ADU permits and 4 completions across eight years and are excluded from every ratio on this site. 15 more reported permits and no completions but sit below the exclusion thresholds. 5.36% of ADU rows carry no tracking identifier, so the deduplication key falls back to parcel and address. And deduplication itself removes 16.5% of the naïve permit total. None of that makes the file unusable; all of it makes an undated, unlabelled figure from it unreliable.
What share of California ADU permits become completed units?
The cumulative ratio for 2018–2025 is 57.3%, or 57.7% excluding the four jurisdictions whose completion reporting is unusable. Neither figure is a completion rate. Permits issued in 2024 and 2025 have barely had time to build, some completions are never reported, and identifiers change between the permit and completion rows. Following permit cohorts forward is the right method and it is on the permits against completions study.
Why do different sources give different California ADU numbers?
Three reasons, and they are all visible in this file. Deduplication: a project reported in successive annual filings appears in each, and summing the rows overstates permits by about a sixth. Vintage: late filings backfill earlier years continuously, so an extract taken today reports more 2018 permits than an extract taken in 2020 could — which is why our 2018 figure is higher than the one Terner published contemporaneously. And exclusions: whether an analyst drops jurisdictions whose completion reporting is unusable changes every ratio. A figure without a stated method and an extraction date cannot be compared with another.
How long does an ADU permit take in California?
There is no California figure, because the state file does not record the application date at all — only the issue date. Three jurisdictions publish both on a complete extract: City of Los Angeles at a median of 169 days, City and County of San Francisco at a median of 445 days, Marin County (unincorporated areas) at a median of 175 days. Those are HyreADU calculations on three separate definitions and should be read as three measurements rather than as a ranked list. The statutory deadline is 60 days from a completed application, and most of the gap between 60 and these medians is about completeness rather than about the decision.
Which year of the data is the most complete?
Not necessarily the oldest, which is the counter-intuitive part. In the version we read — HCD file last updated 2026-09-04 — the 2025 reporting year carries 134,510 rows against 131,903 for 2024. The file also already contains 50 permits and 255 completions dated 2026, and 734 permits dated before 2018. Reporting years and event years are different things, and a table that mixes them will mislead.
Does this file tell you how many junior ADUs California has built?
No. Table A2 has no separate JADU unit category. Junior accessory dwelling units appear in the file only where the reporting jurisdiction coded them as ADUs, and there is no way to separate them afterwards. Any statewide junior ADU figure you encounter was constructed rather than measured. What can be measured is a permit share in one city — see the junior ADU digest.
Where do the statewide time series and cost figures live?
On the statewide ADU statistics digest, which carries permits and completions by year, the permit-to-build pipeline, cohort completion rates, the approval and construction clocks, the size distribution, declared permit valuation and the reasons there is no national ADU statistic. This page deliberately does not repeat them: it is the jurisdiction view of the same file.

How this desk works

  • Primary sources only. Permit counts come from the city or county that issued the permit. Production counts come from HCD’s Annual Progress Report. Rents come from HUD or the Census. We do not cite an article that cites a source; we download the source and compute the figure ourselves.
  • This is a California site. The company store is 734 California firms and one New Mexico firm. Permit evidence exists for five named jurisdictions: Los Angeles, San Francisco, Sacramento, San José and unincorporated Marin. A number from that store is titled to those places, never to the United States.
  • A permit is not a completion, and a license is not an ADU grade. California licenses no ADU classification. Being named on an ADU permit is evidence of engagement in that jurisdiction, not of quality, completion, or work anywhere else. Owner-builder permits are excluded from contractor counts.
  • Calculation is labeled as calculation. Figures we derive are never presented as something HCD, HUD, the Census or a city published. Terner Center research is cited as Terner’s, never restated as ours.
  • We do not design, permit or build ADUs, and we take no payment for placement, ranking or a favorable mention. Pages that look like rankings are not: they publish public-record counts and let the reader decide.

One city is more than a quarter of every ADU permit California has reported since 2018. Before you use a statewide ADU figure for a project, find the jurisdiction figure — and check the extraction date on both.

Completions per permit unit is a cumulative ratio and is not a completion rate: recent permits have not had time to build, some completions are never reported, and a low ratio can reflect reporting practice as much as construction.
